Facts about Voting

NOTICE OF VOTE
The release of a formal Notice of Vote, provided to all residents at the development at least 100 days before voting begins, thereby kicking off the official engagement period.

VOTING OPTIONS
A choice between three ballot options: joining the NYC Public Housing Preservation Trust model, converting through NYCHA’s Permanent Affordability Commitment Together (PACT) program, or remaining in the traditional Section 9 public housing program.

MINIMUM THRESHOLD
A minimum threshold of at least 20 percent of the development’s Heads of Household casting ballots for the vote to be valid.

VOTE ADMINISTRATOR
The use of an independent, third-party vote administrator to conduct the vote, including the counting of ballots.

VOTING PERIOD
A voting period of 30 days, with online and mail voting available throughout the 30 days and in-person voting available during the final 5 days.

VOTER ELIGIBILITY
The eligibility of all Heads of Household and authorized permanent residents 18 years or older to cast a ballot

Resident Rights
Core resident rights that you had under Section 9 will remain intact under the Project-Based Section 8 program.

Residents continue to pay 30% of their adjusted gross household income towards rent.*
*Exceptions may apply to households who pay flat rent; are current tenant-based Section 8 participants; are a mixed family as defined by HUD; or who signed a non-public housing over-income lease.

Residents do not have to pay any additional fees, charges, or utility expenses that are greater than what they currently pay.

Authorized households residing at the development will qualify for the Project-Based Section 8 program regardless of their income eligibility, criminal background, or credit history.

Households will sign a new Trust Section 8 lease, which resembles the Public Housing lease; it automatically renews each year and cannot be terminated except for good cause.
Under Section 8, residents can continue to add people to their household, and permanent members will have succession rights.

Residents continue to have the right to initiate grievance hearings with a third-party mediator.

Residents continue to receive job support services from the NYCHA Resident Economic Empowerment and Sustainability (REES) team.

Residents continue to have the right to organize, and resident associations will receive $25/unit in Tenant Participation Activity (TPA) funding.

The Trust will pay for any moving expenses for residents' temporary relocations during construction.
After being temporarily moved, residents have the right to return to their original apartment.
However, over time, all households who are over- or under-housed must move into an appropriately sized apartment when one becomes available within their development. This is a Public Housing and Section 8 requirement.

From how projects are financed to how work is delivered and overseen, the Trust model is designed to accelerate repairs, strengthen accountability, and ensure residents remain central to decision-making.
