NOI: Progessive Design Build Project for the Modernization of Hylan Houses
Notice of Intent
The Trust intends to issue a competitive two-step Progressive Design Build (PDB) procurement process for the modernization project at Hylan Houses in Bushwick, Brooklyn.
Hylan Houses is single-building, 209-unit NYCHA housing development that is home to approximately 416 residents. It is the fourth property to join the Trust and the first to use PDB for project delivery.
PDB is a collaborative, multi-phased project delivery method where the owner retains a design builder early in the project lifecycle using a primarily qualifications-based selection. After a preliminary scoping and site validation phase, the project team, including the Design-Builder “progresses” toward a design and construction contract price together, emphasizing transparency and partnership in developing the project’s final scope, schedule, and cost. The goal of the initial phase is to develop a scope that offers the best value to the residents of Hylan Houses and the Trust, then deliver the project in an efficient, coordinated, and safe manner.

Anticipated Scope of Work: Scoping, design, preconstruction, and construction services for the modernization project, anticipated to include: resident relocation and engagement; abatement of lead, mold, asbestos; plumbing, heating, and electrical infrastructure; interior renovations to kitchens and bathrooms; accessibility upgrades; pest and waste management; fire protection; LL11 compliance and/or window replacement
