Progressive Design Build Project for the Modernization of Hylan Houses
Hylan Houses is single-building, 209-unit New York City Housing Authority (NYCHA) housing development that is home to approximately 416 residents. It is the fourth property to join the Trust and the first to use Progressive Design-Build (PDB) for project delivery.
PDB is a collaborative, multi-phased project delivery method where the owner retains a design-builder early in the project lifecycle using a primarily qualifications-based selection. After a preliminary scoping and site validation phase, the project team “progresses” toward a design and construction contract price together, emphasizing transparency and partnership in developing the project’s final scope, schedule, and cost.
Request for Qualifications
The Trust invited interested parties and teams of parties to submit Statements of Qualifications (SOQs) to be evaluated by the Trust in accordance with the terms and evaluation criteria set forth in the RFQ document.
