A Public–Public Partnership

Trust Mod is a partnership between two public agencies: NYCHA and the Public Housing Preservation Trust.

NYCHA’s Role

  • Retains ownership of the land and buildings

  • Continues managing properties and tenancy matters

  • Maintains oversight of day-to-day operations

The
Trust’s Role

  • Leases the land and buildings from NYCHA

  • Plans, funds, and delivers comprehensive repairs, renovations, and modernization

  • Secures long-term funding to keep buildings in good repair after renovations

All properties remain publicly owned and managed, and the workforce remains public.
