What Is
Trust Mod?

Trust Mod is the Public Housing Preservation Trust’s modernization and preservation program for NYCHA developments. Through Trust Mod, buildings receive comprehensive renovations and increased, long-term funding for operations and capital repairs by activating the federal Section 8 program.

Participation in Trust Mod is resident-driven. Residents vote on whether their development joins the Trust and play an active role in shaping renovation priorities, selecting contractors, and overseeing the quality of work throughout the project.

NYCHA continues to own and manage the property and remains responsible for day-to-day operations and tenancy matters. The Trust provides oversight to ensure renovations are delivered as planned and that public housing developments receive the funding and operational support needed to meet long-term performance standards.

How the Trust Works

The Trust is a 100% public entity. There is no private ownership or private property manager. Trust Mod is delivered through a public–public partnership between NYCHA and the Public Housing Preservation Trust. Together, they ensure comprehensive renovations, continued public management, and ongoing resident support.

 

Through this program, the Trust delivers:

  • Public Property Management

  • Community Resources and
    Resident Support

 

After a development joins the Trust:

 
  • NYCHA retains ownership of the land and buildings.

  • NYCHA continues day-to-day property management and remains responsible for tenancy matters.

  • The Trust enters into a long-term ground lease with NYCHA, allowing the activation of federal Section 8 funding.

  • The Trust uses this funding to finance comprehensive building renovations, similar to how governments fund infrastructure improvements like roads and bridges.

  • Renovations are planned and carried out with resident input and engagement at each development.

  • The workforce remains public, with NYCHA staff continuing to operate and manage the properties.
