History of Nostrand Houses and the Trust
In December 2023, Nostrand Houses, located in the Sheepshead Bay neighborhood in Brooklyn, is the first NYCHA development to vote to become a Public Housing Preservation Trust site.
This was an historic moment for New York City public housing, as 808 residents, 56% of whom were Heads of Households, voted in this democratic process. The vote ensures their voices were heard and they will have ownership in shaping the future of their homes.
Design-Build Team
Community Modernization Group (CMG)
The Trust is using a method called Design-Build, where a single team is responsible for both the design and construction of the renovation. The Trust has selected the CMG team to deliver this comprehensive modernization at Nostrand.
The CMG team is made up of housing modernization experts with decades of experience modernizing home environments across the United States. Their team is made up of the following organizations:
Resident Partnership at Nostrand
The Trust and NYCHA began resident outreach activities in January 2024. Meaningful resident partnership has been central to the Nostrand conversion from the outset. Engagement has focused on providing clear information, creating consistent opportunities for dialogue, and ensuring resident feedback informs planning and implementation.
Starting in August 2025, CMG began their resident engagement efforts as the selected design-build team.

Resident Resources
Throughout the planning and modernization process at Nostrand Houses, the Trust has developed a series of resident-focused reports, guides, and resources to keep residents informed and ensure their priorities continue to shape the project. These materials document what residents have shared with us, explain how that feedback is reflected in the modernization, and provide clear information about what residents can expect as the project moves forward. Together, resources such as the Resident Priorities Report, Nostrand Modernization Plan, Resident Partnership Roadmap, and Welcome Guide to Project-Based Section 8 provide a record of the resident partnership process and practical guidance on the modernization, Section 8 conversion, resident rights and responsibilities, relocation, construction, and ongoing engagement.
All documents are available in in English, Español, Pусский, 简体中文, and 簡體中文.
Resident Priorities Report outlines the Nostrand Houses community’s key priorities for the Trust Mod renovation project — addressing everything from desired improvements to the logistics of temporary relocations. This report was included in the procurement package for shortlisted design and construction firms, serving as a guiding document to shape their proposals.
Modernization Plan provides residents with a comprehensive overview of the planned improvements at Nostrand Houses, including apartment and building upgrades, property management and security enhancements, resident services, temporary relocation, and the anticipated construction timeline. The plan also explains how resident priorities and feedback have informed the modernization and what residents can expect as the project moves from design into construction.
Welcome Guide to Project-Based Section 8 provides residents with practical information about the transition to Project-Based Section 8, including what changes and what stays the same, resident rights and responsibilities, rent and annual recertification, inspections, and important contacts and resources. The guide is designed to help residents understand and navigate the transition while remaining informed about the protections and support available to them.

Resident Information Notice
The Resident Information Notice (RIN) outlines Trust’s and NYCHA’s intention to convert Nostrand to Project-Based Section 8 under the federal Rental Assistance Demonstration (RAD) program. This allows the Trust to access funding to fully modernize Nostrand while NYCHA remains the property manager. Additionally, NYCHA will provide enhanced property management, security, and social services. In the RIN, it details the rights residents will maintain under this program.
