Major Resident Activities during the Procurement phase:
Residents were able to sign-up for the Resident Re-development Advisory Committee (RRAC), a paid opportunity to provide feedback and input during the duration of the entire project from procurement to construction
The residents on this committee will advise the Trust when evaluation of the proposals from shortlisted starts
Residents were given an opportunity to comment on the Trust’s Lease Package from January to February 2026. During this time, residents were sent their Resident Information Notice (RIN) via the mail about the upcoming Section 8 Lease and what it means for them. Additionally, the Trust held an in-person and virtual meeting to explain what a Section 8 conversion is and how it impacts residents.
History of Hylan Houses and the Trust
In April 2025, Hylan Houses—located in the Bushwick neighborhood in Brooklyn, was the fourth NYCHA development to vote to become a Public Housing Preservation Trust site. A run-off election between the Trust and NYCHA’s PACT program were held with 176 residents voted, representing 61% of heads of households with 150 voting for the Trust. Their voices were heard, and they had ownership in shaping the future of their homes - now let’s get to work!

The Trust and NYCHA began resident outreach activities in June 2025. Meaningful resident partnership has been central to the Hylan Houses conversion from the outset. Engagement has focused on providing clear information, creating consistent opportunities for dialogue, and ensuring resident feedback informs planning and implementation.

Come visit the Trust at the Tenant Association space at 131 Moore St Brooklyn, NY 1st and 3rd Thursday of the month from 2:00 p.m. to 5:00 p.m. Staff will be available to answer your questions or provide you updates.

Resident Information Notice
The Resident Information Notice (RIN) outlines Trust’s and NYCHA’s intention to convert Nostrand to Project-Based Section 8 under the federal Rental Assistance Demonstration (RAD) program. This allows the Trust to access funding to fully modernize Nostrand while NYCHA remains the property manager. Additionally, NYCHA will provide enhanced property management, security, and social services. In the RIN, it details the rights residents will maintain under this program.
